Metro: Home Ownership; District of Columbia Housing Finance Agency Byline: Milton J. Bailey Milton J. Bailey, the executive director of the District of Columbia Housing Finance Agency (HFA), was online Wednesday, July 27, at 1 p.m. ET to discuss home ownership in Washington and the work of the agency. HFA, established in 1979, is a self-supporting corporate instrumentality of the Government of the District of Columbia, authorized to issue taxable and tax-exempt mortgage revenue bonds for the purchase of single-family homes and the development and rehabilitation of multifamily housing. Bailey has more than 20 years experience in the field of housing and economic development. He has previously developed and managed the city's Revenue Bond Program and was an associate vice president for Public Finance with the Baltimore-based investment-banking firm of Legg Mason Wood Walker. He is a 1976 graduate of Boston University, School of Public Communication, a 1996 Fannie Mae Fellow at the Kennedy School of Government Senior Executives Program, Harvard University.
